Proudly Canadian Fièrement Canadien™
Competition Bureau Compliance Statement
Effective Date: December 10, 2025
Last Updated: December 10, 2025
The Proudly Canadian Fièrement Canadien™ (PCFC) Certification Seal is a values-based business certification that recognizes organizations demonstrating verified commitment to supporting Canada's economy, workforce, ethical business practices, and community investment.
The PCFC Seal is not a country-of-origin label and must not be interpreted as such.
PCFC and Federal Origin-Labelling Rules
The Competition Bureau of Canada regulates the use of origin claims such as "Product of Canada" and "Made in Canada."
These federally governed designations include strict criteria related to:
- Canadian content percentages
- Manufacturing and production costs
- Last substantial transformation
The PCFC Certification Seal does not replace, replicate, certify, or validate any of these federal origin requirements.
PCFC certification does not indicate and must not be used to imply that:
- A product meets the Competition Bureau's "Product of Canada" 98% threshold
- A product qualifies as "Made in Canada"
- PCFC has reviewed, audited, or endorsed Canadian content levels
- A product was manufactured, assembled, or transformed in Canada
Businesses using the Seal remain fully responsible for ensuring that any origin-related statements, packaging, or advertising comply with all Competition Bureau requirements and Canadian truth-in-advertising laws.
How the Seal May Be Used
The PCFC Seal identifies a certified member business, not the origin of its individual products.
Approved uses include:
- Business branding
- Marketing materials
- Websites and storefronts
- Communications and digital media
- Product packaging only when clearly positioned as a business certification, not an origin claim
To avoid any potential confusion, Seal use on packaging must not be placed in a context that suggests product origin.
When required, members must include a clarifying notice such as:
"This Seal represents business certification, not a product-origin claim."
PCFC's Commitment to Transparency and Compliance
PCFC maintains a public Seal ID verification system that allows anyone to confirm:
- Membership status
- Certification validity
- Expiration, suspension, or revocation notices
This transparency supports consumer trust and aligns with Competition Act principles regarding truthful, non-misleading representations.
PCFC monitors Seal usage continuously and enforces compliance to ensure that the Seal is never displayed in a manner that could be misinterpreted as a federally regulated origin designation.
Questions About Compliance
Businesses seeking clarity regarding origin claims should consult the Competition Bureau's guidelines or obtain independent legal advice.
